The Texas Home Living (TxHmL) program is designed to provide selected essential services and behavioral supports in Texas. These services are provided to individuals with intellectual and developmental disabilities (IDD) who live in their family homes or in their own homes. TxHmL services are intended to supplement the services received from other programs instead of replacing them.
Examples include the Texas Health Steps and natural support coming from family members, neighbors, and community organizations. The TxHmL program is available to any individual residing in Texas. They must also have an IQ of 69 or below or have approved related conditions with an IQ of 75 or below.
Other eligibility requirements include mild to severe deficits in adaptive behavior. The individual must also be eligible for Medicaid benefits and not enrolled in any other Medicaid waiver program.
The TxHmL program covers a variety of services, including day habilitation, respite services, and employment services. This extends to rehabilitative therapies like speech therapy, physical therapy, and occupational therapy. An individual with IDD may also receive audiology services, dietary services, and nursing services. A TxHmL provider can also offer other services, such as habilitation, personal assistance services, and emergency response services through the Community First Choice (CFC) program.
